The package aims to include a balance of measures aimed at decision-makers outside government and measures affecting the functioning of the federal government itself. In addition, the measures are intended to focus around the mutually-supportive areas of urban form, transit and energy.

- The ABCS of Emissions Trading: An Overview

- This background paper has been prepared by the National Round Table on the Environment and the Economy as part of a series for its Emissions Trading Awareness Initiative, which is taking place between November 2001 and February 2002. The initiative, funded by the federal government, is intended to broaden awareness and understanding of the concept of greenhouse gas emissions trading among leaders in key sectors that would be involved in such trading. These sectors include industrial greenhouse gas emitters, the financial sector, municipalities and non-governmental organizations. The initiative is intended to lay the groundwork for future national discussions on the role of emissions trading in Canada’s response to climate change and the United Nations accord known as the Kyoto Protocol.

- As part of its Millennium Program the National Round Table on the Environment and the Economy(NRTEE) established the Task Force on the Conservation of Natural Heritage. The end result of the Task Forces work is to produce a NRTEE State of the Debate report with targeted recommendations in the spring of 2003 (an interim report is expected in the fall of 2002) for governments and decision-makers across Canada. The NRTEE may use some recommendations as the basis for its Greening of the Budget 2003 submission. Most of this report is a brief summary of proposals to support sustainable agriculture.

- A Canadian Perspective on the Dangerous Anthropogenic Interference with the Climate System - Final Report
- Description
- The Prime Minister of Canada has requested that the members of the National Round Table on the Environment and the Economy (NRTEE) provide, as part of a larger body of advice to the federal government in its preparations for COP-11, a Canadian perspective on "dangerous anthropogenic interference with the climate system." The present paper has been prepared to provide NRTEE members with information to address this request. The NRTEE’s advice on this question is contained in a memo to the Prime Minister that was released on November 22, 2005. The paper is also meant as a resource to be consulted and drawn upon in setting the stage for a larger piece of work referred to the NRTEE by the Prime Minister – providing preliminary advice on a long-term energy and climate change strategy for Canada. While the current paper discusses climate change impacts and vulnerabilities, future NRTEE work will focus on long-term national mitigation options conducive to Canada’s successful competition in a low-carbon future. The Prime Minister has requested that the NRTEE examine the issues of energy and climate change through the lens of maintaining Canada’s national interest.

- Proposed Framework on Human Capital Indicators - First Draft
- Description
- This paper proposes a framework for tracking the economic sustainability of the education and health components of human capital. It makes the case that the two most appropriate summary human capital indicators in the education area are average education attainment and literacy levles based on international testing and in the health area health-adjusted life expectancy and self-reported health states. The paper finds that the development of estimates of these four summary indicators to track economic sustainability is feasible. However, the paper notes that the sustainability of human capital represents considerably less of a challenge that the sustainability of certain ecosystems and that the more important challenge in the human capital area relate more to Canada's ability to improve the quality of our human resources relative to our competitors.
