The U.S. Environmental Protection Agency worked with the Rhode Island Division of Planning to develop a framework to help communities assess their economic vulnerability to climate change and improve their economic resilience. A pilot community, North Kingstown, Rhode Island, tested and refined the framework. The framework can be adapted by communities anywhere in the country for their context and can be modified to cover small or large geographic areas and their economies.

This technical report supersedes previous reports and details manufacturers’ performance towards meeting GHG standards in the 2015 model year, the fourth year of the GHG standards which become increasingly stringent in each model year from 2012 through 2025. Shows that overall industry performance in model year 2015 was 7 g/mi better than required by the 2015 GHG emissions standard. This marks the fourth consecutive model year of industry outperforming the standards by a sizeablemargin .

The protocols apply to existing single-family and multi-family low-rise residential buildings. They provide guidance for conducting home assessments and undertaking the responses necessary to maintain or improve indoor air quality and safety. The protocols also can help improve the quality of home weatherization projects and other energy-efficiency retrofit or remodeling jobs, thus reducing failures and call-backs. The protocols are intended for use by the home energy retrofit industry, including energy-efficiency retrofit and housing rehabilitation professionals and contractors, and others engaged in energy-focused residential retrofit, renovation or remodeling efforts. They are also intended for voluntary adoption by federal, state, tribal and local weatherization assistance programs, federally funded housing programs, industry standards organizations, etc. Include discussions of worker safety and health as well as occupant safety and health.
