International Experiences in Setting Medium and Long-Term Targets for Greenhouse Gas Emissions and Air Pollutants:Scoping Paper

A survey of key OECD and non-OECD countries indicates that a number of countries and regions, principally in Europe and North America have established or are developing medium (2020-2025) and long-term (2050) targets for greenhouse gas emissions. Significantly fewer jurisdictions (only the US and the EU) have set medium or long-term targets for air pollutants. The following OECD countries were reviewed: the US, European Union and member states, Norway, Japan, Australia, and Mexico. Non-OECD countries reviewed included Russia, China, India, Brazil, and South Africa.
