Ecological Fiscal Reform: Analysis of the Substances of Concern - Case Study

On July 2, 2002 the NRTEE suspended the Ecological Fiscal Reform, Substances of Concern (SoC) case study. The purpose of this report is to review the EFR SoC case study process, and the activities of the SoC Working Group (WG), in order to learn from the successes and failures. The information contained in this report is intended solely for internal use by the NRTEE.
